Regarding: Access Controls to iViews Administrative Transaction Processing Portal


Given the recent expansion of systems available via the iViews portal and the associated importance of quickly revoking access when such access is no longer appropriate, the Financial Systems Steering Committee (FSSC) is announcing the deployment of new functionality that will disable UCR NetIDs based upon an individual's status within the Payroll Personnel System (PPS). This new functionality will be placed into production on October 23rd, 2006.

Background on UCR's iViews Portal

The iViews administrative transaction processing portal has been deployed for well over a year. In December of 2005, both UCRFS (the campus financial system) as well as eBuy (UCR's web based purchasing system) were integrated into the portal.

All portal applications use UCR's single sign-on infrastructure for authentication; portal users therefore sign-on once using their UCR NetIDs and passwords and are not required to re-authenticate as they utilize campus electronic systems. Authorization to use campus systems is controlled via the Enterprise Access Control System (EACS). Access and use of campus systems is therefore controlled via two mechanisms: a valid UCR NetID and password are required for authentication while appropriate EACS entries are required for authorization.

UCR NetIDs are in general managed by departmental Tel Administrators while campus System Access Administrators manage EACS entries. Currently, when it is no longer appropriate for an employee to access the portal (or applications within the portal), either the Tel Administrator must inactivate an employee's UCR Net ID or the SAA must remove authorization within EACS.

Description of New Automated Process and Functionality

The new process that automatically inactivates UCR NetIDs (and iViews access) will function as follows:

  1. Employee Separation within PPS. When an employee separates from the university, his / her UCR NetID will be automatically disabled the following business day. Thus, when the user attempts to login to the portal, he or she will be denied access.
  2. Access to E-mail. Employees who leave the university in good standing are allowed to access their e-mail for 30 days after their separation date. Such former employees will access their mail by visiting webmail.ucr.edu or by accessing their mail via Eudora or Outlook.
  3. Enterprise Access Control System. Employees who separate from the university will not have their EACS profiles altered. Many employees who leave the university (e.g. via retirement) return on a limited, casual basis. Such former employees may have their UCR NetID re-activated as an Affiliate. Once the UCR NetID is made active as an Affiliate, the former employee may once again use the portal and the applications he or she has been authorized to use via EACS. Request for establishment of Affiliates may be sent to Terri McDonald (retired) at Computing and Communications.

Impact to Tel Coordinators

Tel Administrators are charged with the management of their departments entries into Tel. A significant part of this responsibility is ensuring employee's information is correct and modified timely to ensure continual system access.

It is recommended that the information in Tel be reviewed a minimum of quarterly. This periodic review will keep your departments data as current as possible and ensure their UCR NetID's remain active.

PPS Actions that Effect UCR NetID's:

  • Retired Faculty
    • Update all Retired Faculty who are Academic Senate Members to Emeritus Status.
  • Non-Senate Faculty
    • Non-Senate Faculty hired as Academic Senate Faculty
  • UCR Faculty/Staff Status Change
    • UCR Staff/Faculty whose PPS appointments end, but who will continue to be affiliated with the University (i.e. contract employment, research coordination, volunteer employment, etc). This change should be done prior to the PPS separation date, AND must be coordinated with the Campus Tel Administrator. All Non PPS Affiliates will be required to have a memo with their departments' Dean or AVC approval and a brief explanation to continue their email access.
  • UCR Students hired as Staff
    • It is important to coordinate all Staff entries for individuals who were former UCR students with the Campus Tel Administrator, Terri McDonald. This is to ensure their student email account remains active.
  • Termination of UCR Employment
    • Delete all Employees in UCR-Tel immediately if released from UCR employment for cause.
