In general, the Communications Infrastructure Fee provides connectivity and access as defined in UCR’s guidelines for telephone and network services for new building construction -- these guidelines provide connectivity definitions (e.g. number of ports) for campus offices, research labs, etc. When connectivity is required that greatly exceeds these standards, a dialog will take place between the department in question and C&C to review the magnitude of required functionality. If appropriate, a Communications Infrastructure Fee surcharge will be assessed.

Services INCLUDED in the CIF

UCR faculty and staff will receive the following suite of services via the Communications Infrastructure Fee:

  1. Access to UCR converged communications including basic telephone service (e.g. dial tone, extension number, analog phone, etc.), network access (e.g. internet, campus network, etc.), and wireless network access.
  2. Ability to connect a digital multi-button instrument, digital single line phone, and soft phone (beginning third quarter FY 2011). Please note that support and maintenance fees for digital multi-button instruments, digital single line phones, and soft phones are NOT included in the Communications Infrastructure Fee and toll charges will be charged to the department / individual that incurred the toll cost.
  3. UCR e-mail account and associated services (e.g. storage, etc.).
  4. UCR calendar account.
  5. Access to UCR’s portal and other core communications services (e.g. see note below on web hosting and content management).
  6. Anti-Virus / Anti-Spam / Anti-Malware Software for Desktop/Laptop.
  7. Directory and Identity Management System (e.g. Central Authentication Services, Electronic Phone Book, etc.)
  8. UCR core web hosting and web delivery systems (including, for example, the campus Content Management System for web sites).
  9. Enterprise Network and Core Server Security Services (including, for example, responding to Digital Millennium Copyright Act violations).
  10. Emergency Services and Disaster Recovery (including, for example, the campus Emergency Notification System). Additionally, support for Elevator Phones, Emergency Phones, Escort Phones, 911 System, etc.
  11. Renewal and Replacement of UCR’s converged network electronics and systems.
  12. UCR inside and outside cable Plant (campus fiber, copper, trenching, and conduit for new and existing buildings).
  13. Department administrative access (e.g. fax lines, alarms, etc.).

Services NOT INCLUDED in the CIF

The following services and fees are NOT INCLUDED in the Communications Infrastructure Fee:

  1. As noted above, support and maintenance fees for digital multi-button instruments, digital single line phones, and soft phones are NOT included in the Communications Infrastructure Fee and toll charges will be charged to the department / individual that incurred the toll cost.
  2. One-time installation fees to enable access to the UCR’s converged network are not included in the Communications Infrastructure Fee.
  3. UCR departments may request new or additional connectivity that falls outside of UCR’s Renewal and Replacement plan and/or is beyond UCR’s Communications Infrastructure Planning Guidelines. In these circumstances, departments will be responsible for the costs of the network electronics and potentially for an increased monthly support fee (please see Appendix G – Communications Infrastructure Fee – Special Topics for additional details).
  4. Students employees (who pay a reduced Communications Infrastructure Fee) are in general not eligible for the complete suite of services provided to campus faculty and staff (e.g. students are not placed in the campus phone directory, are not provided extensions numbers, etc.).
