Using the Program

General

As required by University policy, all faculty will have to submit an annual report indicating whether they have or have not engaged in Category I and/or Category II compensated activities for the Fiscal Year ending June 30. If they have, faculty will be asked to describe the activity, the nature of the relationship and provide a general description of the outside entity involved.

This is a web-based reporting process which guides faculty through the process of submitting the required annual APM-025 report. As of November 2010, Department Chairs will electronically review all Category II activities and College Deans will electronically review all Category I activities.  To support the review by Chairs and Deans, the Conflict of Commitment online reporting system provides for electronic routing and automated email notifications. All users login with their UCR netid and password.

For Faculty Required to Report

The following is a brief overview for using the Conflict of Commitment system as faculty required to report.

Authenticate and log in to the Conflict of Commitment system by entering your UCR NetID and Password on UCR's Central Authentication Service(CAS) screen.

Category Engagement

On this page:

If you HAVE NOT engaged in any Category I or Category II compensated outside professional activities during the previous fiscal year, simply indicate "No" and then click the "Continue" button.

If you HAVE engaged in a Category I and/or Category II activity during the previous fiscal year, indicate "Yes" and then click the "Continue" button.

Reporting Engagement in Activities

If you selected "Yes" and indicated that you have engaged in Category I and/or Category II compensated outside professional activities during the previous fiscal year, use this form to indicate Category I and/or Category II activity, then click the "Submit Report" button.

If you selected "No" and indicated that you have NOT engaged in Category I and/or Category II compensated outside professional activities during the previous fiscal year, read the reporting verification and then simply click the "Submit" button.

Final Confirmation

If you selected "Yes" and indicated that you have engaged in Category I and/or Category II compensated outside professional activities during the previous fiscal year, use this confirmation page to review your entry. Confirm by clicking the "Submit" button or click the "Cancel" button to go back and make changes.

In the navigation menu on the left-hand side, you may click the "View Reporting History" link to view your reporting history. Please note: Each year for which you have reported may not be available in this system.

For Department Chairs

The following is a brief overview for using the Conflict of Commitment system as a Department Chair to review faculty disclosures.

All disclosures for Category I or Category II activities are routed to the appropriate Chair in the department. The Chair is notified via email when a disclosure is ready for review.

On the main page, the Chair will be presented with the disclosures that are currently available for review.

To review a disclosure, click on the "Review" link next to the disclosure information in the grid.

Please note: Disclosures submitted by the Chair (as a faculty reporter) do not route to the Chair. Disclosures submitted by the Chair are routed to the Dean.

Review Submitted Disclosures

Category II disclosures receive final approval from the Chair. To approve a Category II disclosure, click the "Approve" link. To return a Category II disclosure to the faculty reporter (for changes, updates, etc.), enter a comment into the Comments field, then click the "Return to Faculty" link.

Category I disclosures receive final approval from the Dean. To approve a Category I disclosure, click the "Approve and Route Category I to Dean" link. To return a Category I disclosure to the faculty reporter (for changes, updates, etc.), enter a comment into the Comments field, then click the "Return to Faculty" link.

For Deans

The following is a brief overview for using the Conflict of Commitment system as a Dean to review faculty disclosures.
