Pre-award (Posted April 2005)

The Office of Research and Economic Development (RED), Accounting, and Computing & Communications (C&C) are very pleased to announce a major enhancement to UCR’s on-line Proposal and Award Management Information System (PAMIS).

This most recent PAMIS initiative allows campus departments to process “Pre-awards” in the same way awards are processed within PAMIS. (“Pre-awards” are campus authorizations to incur pre-contract and grant expenditures. Such authorizations require a “firm commitment” from the sponsoring agency to exist. Highlights of UCR’s new PAMIS Pre-award System are as follows:

  • PAMIS automatically notifies PIs, Accounting, and appropriate departmental staff via e-mail when a Pre-award request has been approved. PAMIS also provides e-mail notifications when the Pre-award fund has been established and expenditures may occur.
  • All Pre-award documentation is scanned and stored in PDF format. PIs, Accounting, RED, Equipment Management, and departmental staff thus have electronic and paperless access to these documents.
  • All Pre-award entries in the UCR General Ledger are processed via the web. Moreover, when a Pre-award is funded, the PAMIS system will automatically (without departmental key entry) reverse the original General Ledger budgetary entry, reducing departmental key entry and increasing data integrity.
  • The Pre-award system should facilitate departmental extramural funds accounting by reducing cost transfers and by enhancing the system’s ability to track Pre-award expenditures.

  • History (Posted May 2004) During the past 18 months, the Office of Research (OR), Accounting, and Computing & Communications (C&C), in partnership with "pilot users" from Chemistry, Botany and Plant Sciences, and Chemical & Environmental Engineering, have collaboratively developed an on-line Proposal and Award Management Information System (PAMIS).

    PAMIS will be placed into production on Monday, May 17th.  Please recall that after the 17th, all initial budgeting of extramural awards will be accomplished via the web, and all award documentation will only be available electronically via PAMIS.  Therefore, please plan on attending training during early May.

    Cynthia Parish (cynthia.parish@ucr.edu) from OR is coordinating training.  PAMIS classes will take place on the following dates and times:

    May 5th, 7th, 12th, and 14th at 10:00 AM and 2:00 PM.

    All classes will be held in the OR conference room (University Office Building room 210) and should last no more than 90 minutes.  Class size will be limited to ten participants per session, so please sign up as soon as possible by visiting the Human Resources training web site http://hrtraining.ucr.edu (you'll find the PAMIS Overview classes listed under the Course Listings tab).

    The PAMIS system includes the following important features and capabilities:

    PAMIS automatically notifies PIs, Accounting, and appropriate departmental staff via e-mail when UCR begins processing an extramurally funded award.
    All award documentation is scanned and stored in PDF format. PIs, Accounting, OR, Equipment Management, and departmental staff thus have electronic and paperless access to these documents. Access to these documents is controlled and limited by username and password.
    The PAMIS system is integrated with the campus Financial System (UCRFS). Award data is automatically and electronically passed to UCRFS increasing data integrity, eliminating redundant key entry, and decreasing the time required to make funds available to PIs.
    PAMIS maintains an "audit trail" of key dates and times associated with campus award processing (e.g. when an award is received, when the award moves to Accounting and department staff for processing, when funds are available to PIs, etc.). This information is available on-line so that everyone interested in award processing knows the status of a particular award.
    PAMIS data is stored in a relational database enabling the development of other electronic systems, such as the Electronic Campus Proposal Routing system.
    This initial deployment is exciting but is really only represents the beginning of PAMIS development efforts. New projects on the horizon include a system for creating and managing pre-award spending and deployment of a tool to facilitate budget development.
