Dear PIWRS Coordinators,

The Accounting Office is pleased to announce several enhancements to the Principal Investigator Web Reporting System (PIWRS) related to Payroll Certifications.   During the past several months, many suggestions for enhancements to the Payroll Certification application have been submitted to piwrsfeedback@ucr.edu   Thanks to the programming efforts of Computing and Communications, the following enhancements will be implemented on April 10, 2012:

1. PIWRS Coordinators will be able to view completed Annual Payroll Certifications associated with their Accountability Structure.  This option will appear under a new menu item titled "Annual Certifications Completed".

2. PIWRS Coordinators will now have access to a variety of reports.  This option will appear under a new menu item titled "View Reports".  The new reports are limited to your Accountability Structure(s) and include:

a. Funds Requiring Certification:  listing of funds requiring certification by PI, PIWRS Coordinator and date certified.

b. Certified Funds: displays Funds that have been certified along with certification language, cost notes and date/time certified.

c. Certification Aging:  Provides an aging of uncertified Payroll Certifications.

d. Annual Certification Statistics:  Provides statistical data regarding certified and uncertified funds.

3. The Annual Payroll Certification Salary Expense Report head information now

contains certification due data and Prime PI's home department.

4. PIWRS Coordinators now have the ability to upload documentation to support Direct Project Salary adjustments and Cost Shared Salaries within the Annual Payroll Certification Salary Expense Report.  For Cost Shared salaries, it is requested that the completed annual cost sharing report be attached, but please note only the salary portion should be included on the annual payroll certification report

In addition, as a reminder, a series of three on-line training courses on the PIWRS are available via the Learning Management System (LMS).  The course titled "PIWRS: Annual Certification On-line Tutorial" is a terrific resource for both the PI and the PIWRS Coordinator; the course provides background information and instructions for completing the Annual Payroll Certifications.

To date, our campus has successfully completed Annual Payroll Certifications for 10 reporting periods.  Thank you for your assistance in our campus participation in the Federal Demonstration Project pilot utilizing payroll certifications in lieu of effort reports to confirm federally funded salaries.   The success of this pilot is dependent upon your continued support of this project.

Dear UCR Principal Investigator,

In collaboration with the Office of Research, the Financial Systems Steering Committee (FSSC) is pleased to announce the deployment of important NEW functionality within UCR’s PIWRS (Principal Investigator Web Reporting System). The PIWRS (initially deployed in October 2010) now provides PIs the ability to electronically acknowledge the monthly review of expenditures charged to their sponsored projects. Additionally, the PIWRS includes enhanced “drill down” functionality enabling faculty to review detailed salary and benefit information by fund.

As mentioned during the October deployment, this enhanced monthly review functionality complements a pilot project that involves an alternate approach to effort reporting. As you know, the federal government requires certification that sponsored projects’ payroll expenses represent an equitable distribution of charges based on employees’ work activities. At UCR, this certification is currently accomplished via paper-based effort reports known as PARs (Personnel Activity Reports) that are completed quarterly.

UCR has received approval to participate in a Federal Demonstration Project that will REPLACE the PAR report with annual payroll certifications within the PIWRS. UC believes that payroll certifications will provide greater accountability, accuracy, efficiency, and transparency as well as improved alignment with federal financial status reporting. This annual certification process will begin in the summer of 2011, and more information will be provided in the months ahead.

In anticipation of utilizing the PIWRS for annual payroll certifications, UCR is deploying the PIWRS monthly expenditure review system. In general, the PIWRS monthly review process will allows PIs to review expenditures charged to their sponsored projects and ensure the following:

  • All transactions posted against this fund are appropriate, allowable, and reasonable based on the award terms and conditions, with the exception of adjustments/corrections that have been reported to my departmental administrative staff for immediate action.
  • Salary and wage expenses were reviewed to confirm:
    • Salary and wage expenses charged to the award are appropriate and reasonable in relationship to the work performed.
    • That the salaries and wages directly benefited the sponsored project.
    • That the salaries and wage expenditures adhere to the award’s terms and conditions.

Importantly, the PIWRS Monthly Expenditure Review system is a tool for PIs to review contract and grant expenditures regularly throughout the year so errors and omissions can be promptly detected and corrected. These monthly reviews will facilitate the completion of the Annual Payroll Certifications.

  4. On the confirmation screen that appears, choose “Submit”.

Dear UCR Principal Investigator,  

In collaboration with the Office of Research, the Financial Systems Steering Committee (FSSC) is pleased to announce the availability of the Principal Investigator Web Reporting System (PIWRS), a new online reporting tool for UCR faculty.

The PIWRS enables the review of contract and grant financial activity, both at a summary and detail level. The PIWRS detail reports also enable “drill down” functionality facilitating additional review of salary, purchasing, and travel information. During development, the FSSC received significant input and oversight from faculty and staff within CNAS, BCOE, and CHASS, and the thoughtful guidance provided by the pilot group was invaluable to the development team.

The PIWRS will be deployed during the 2010 / 2011 academic year in three phases. Details concerning the deployment as well as information about the software in general can be found at cnc.ucr.edu/piwrs. An overview of the deployment process is as follows:

  1. PIWRS Phase I – October 2010. Beginning in October, UCR PIs should expect to receive an e-mail alerting them to the availability of the reports on approximately the 15th of each month regarding the activity on each of their sponsored awards. Please note that during Phase I, the PIWRS will not replace existing departmentally provided reports, but rather will augment them and provide faculty an opportunity to become familiar with the format of the new system, examine transactions and transaction detail via the web, provide feedback, and use the various tools contained with the system.
  2. PIWRS Phase II – January 2011. Phase II will add additional PIWRS salary “drill down” functionality enabling faculty to review with greater precision salary and benefit information. Additionally, Phase II will provide PIs the ability to electronically acknowledge review of the funds and transactions under their scope of responsibility. Please note that the aforementioned Phase II financial / salary review is part of a UCR pilot that involves an alternate approach to effort reporting. Phase II deployment is planed for January 2011 and more information concerning this pilot project and the potential change in effort reporting methodologies will be provided in the months ahead.
  3. PIWRS Phase III – March 2011. The Phase III version of the PIWRS will include the capability to report on contract and grant funds that are shared / administered across multiple departments and between multiple Principal Investigators. Phase III deployment is planned for March 2011.

Principal Investigators should please note that the PIWRS already has several “advanced features” enabling expense projections, “sharing” of certain funds between PIs, etc. Departments may, at their discretion, begin utilizing these features during Phase I or Phase II. Indeed, some departments may decide to make the PIWRS their primary reporting tool well before the Phase III deployment in 2011.
